San Jose, Calif., can't take back banked sick leave, judge rules

San Jose, Calif., can't rescind payments to public employees who cashed out their banked sick leave when they retired, a judge has ruled. Unions hope the ruling will set a precedent and prevent other cities from scrapping such benefits, but the judge also ruled that the city could set future restrictions.
