U.S. budget would restructure food aid

U.S. President Barack Obama's fiscal 2014 budget proposal calls for a refocusing of the food-aid program and would give oversight to U.S. Agency for International Development. "The president's proposal commits to a more rapid, cost-effective and lifesaving food-aid program that pairs the continued purchase of American food aid with a diverse set of tools, including local procurement and food vouchers," says Rajiv Shah, head of USAID.
