Schools federations proposed by prime minister in England

British Prime Minister Gordon Brown is calling for federated chains of schools if his Labour Party is returned to office. Under the plan, 1,000 schools could be linked through the partnerships by 2015, with struggling schools becoming part of a group of schools led by a high-achieving school.
