Sebelius asks for assistance on creation of insurer-spending rules

As part of the implementation of the health reform law, HHS Secretary Kathleen Sebelius has urged health insurers, state insurance commissioners and the public to help devise rules on insurer spending for medical services. Sebelius also has called on the National Association of Insurance Commissioners to help define a "medical loss ratio."
