Panel undecided over regulation of teacher-preparation programs

The federal panel studying potential regulations for teacher-preparation programs will not reach a consensus, the group announced Thursday. At issue, they say, is a disagreement over the role of students' test scores in evaluating teacher-preparation programs. Education Department officials sought to assess such programs based on teachers' value-added ratings, while critics said the ratings are ineffective and unreliable.
