Tutor Perini/Zachry/Parsons JV low bidder on Calif. HSR work

A $985 million bid by a joint venture of three firms is considered the "apparent best value" to build the first of five San Joaquin Valley sections of California's high-speed rail project, according to the California High Speed Rail Authority. Tutor Perini/Zachry/Parsons' joint venture emerged as the lowest bidder, beating out four competitors.
