Congress approves a budget deal, but many are still wary

A deal that headed off a government shutdown was approved in the House and Senate, but there appeared to be little celebration. Republicans in both chambers wondered how much the measure would truly cut spending. "Listen, this bill is not perfect. No cause for celebration," said House Speaker John Boehner, R-Ohio.
