Congress approves budget for FY2011, but more battles loom

After months of heated debate, the final federal budget for the remainder of fiscal 2011 -- approved Thursday by both houses of Congress -- includes more than $1 billion in education cuts from the previous fiscal year. Some say the battle has implications for future budget debates. "We're just going to have this fight all over again," said Joel Packer, a principal with an education-lobbying coalition, adding that the spending measure was "like a truce to go on to the next battle."
