Spending-wary Congress could consider which programs to cut

The renewable-energy industry needs predictable policies from the government to attract investors, according to industry executives. However, a spending-wary Congress first will consider short-term tax incentives, which are due to expire at the end of next year. "We've seen this movie a number of times," said Rob Gramlich, senior vice president of public policy for the American Wind Energy Association, referring to the year-after-year struggle to save the incentives.
