Phone companies work on access agreements

Phone companies are working with competitors to reach deals on line access. The FCC has encouraged the telecom industry to engage in good-faith negotiations for commercial agreements. Last month, the U.S. Court of Appeals threw out regulations mandating that companies sell access to their networks at government-set rates.
