Commentary: Mortgage-deduction proposal falls short

President Barack Obama has proposed capping the mortgage-interest deduction at the same 28% rate as all itemized deductions. The proposal does nothing to help low-income homeowners and doesn't bring any extra funding to affordable-housing programs, writes Corianne Scally, assistant professor at the University at Albany.
