Keystone XL pipeline bill advances in House

The House Energy and Power subcommittee voted to approve legislation that would give Congress authority to rule on TransCanada's Keystone XL pipeline. Under the measure, TransCanada would no longer need to secure a cross-border permit from the State Department for the northern segment of the pipeline. "I have no doubt in my mind that the president of the United States wants to delay this to the point where the people ... just forget about it," said Rep. Lee Terry, R-Neb., the bill's co-sponsor.
