S. Korea prepares stimulus budget as growth forecasts are lowered

South Korea's Cabinet backed a supplementary stimulus budget of 17.3 trillion won, the nation's biggest since the 2009 crisis. Separately, the International Monetary Fund and Goldman Sachs lowered their economic forecasts for Korean growth this year, to 2.8% and 2.9%.
