Laos starts work on Mekong River dam prior to regional decision

Laos has started work on the first dam across the lower Mekong River despite concerns of many about "transboundary and cumulative impacts" from the $3.5 billion project. Governments from Laos, Thailand, Cambodia and Vietnam are scheduled to meet Tuesday to officially decide whether to proceed with the construction of the 1,260-megawatt dam.
