New Council sanctions for North Korea

The willingness by China to join in the Security Council's condemnation Monday of North Korea's failed rocket-launch could indicate that the emerging power is increasing pressure, however incrementally, on its neighbor. The UN body said it would add "additional entities and items" to a sanctions list within 15 days, while the secretive Pyongyang government said it would not allow the International Atomic Energy Agency to inspect its nuclear program.
