Mich. city manager is honored for work on pension law

Northville, Mich., City Manager Patrick Sullivan has been awarded the Michigan Municipal League's Outstanding Service Award for his work on a state law that allows communities more flexibility when making pension decisions. The law, signed last year, lets cities with an AA bond rating deal with short-term high pension costs by bonding for the cost of switching from a defined-benefit to a defined-contribution plan.
