Some businesses are calling on Congress to limit the number of lawsuits that patent-assertion entities are allowed to file because such companies don't actually manufacture products, Grant Gross writes. This could limit so-called "patent trolls" from clogging the process, which costs billions of dollars and stifles innovation, according to lawmakers who want changes made.
