Texas city council will form plan to welcome shoppers, trade

The El Paso, Texas, City Council has unanimously agreed to develop a plan to build a welcome area for pedestrians who cross into the city using the Paso del Norte Bridge. The plan is meant to encourage international trade and shoppers and beautify the area, which contains barbed wire and few signs.
