Documents released by Caltrans show that the bolts that snapped on California's San Francisco–Oakland Bay Bridge had issues dating back five years. Tests were requested, but testing was never completed. "Right now, the toll bridge program is conducting a very thorough investigation into what happened and what caused the bolts to break," said Caltrans' Andrew Gordon. "The focus at this time is to come up with the best solution that will give the seismic performance that's required. Then we worry about culpability later," said John Goodwin with Caltrans.
