FCC rule requires permission for marketing text messages

A new Federal Communications Commission rule puts text messages in the same category as "telemarketing robocalls," which means consumers must consent to receiving them. The new rules, which go into effect Oct. 16, require companies to include an opt-out offer with every message. Exemptions include informational items, nonprofits and political messages.
