Senators: Special education, Title I should be higher priorities

During a subcommittee hearing this week, senators expressed their disappointment to U.S. Secretary of Education Arne Duncan over the Obama administration's decision to flat-fund Title I and special education while seeking more money for competitive grant programs. Duncan countered that the administration has increased funds for competitive grants by only a few percentage points during his tenure.
