Envoys: Syria likely used chemical weapons

British and French envoys to the United Nations say nerve gas was used by Syrian government troops against civilians and rebels. The Syrian government claim that its troops were hit with chemical weapons launched by rebels, but it appears it was a case of "friendly fire" instead, envoys say.
