Mo. city council makes not wearing seat belt primary violation

The Kansas City, Mo., City Council has passed an ordinance amendment that will let police officers pull over a driver for not wearing a seat belt without a secondary violation, such as speeding. The amendment will go into effect Sunday. Almost 70% of people who died in a car crash last year in the city were not wearing a seat belt, police say.
