Dispute leads to breakup of Texas Offshore Port partnership

Oiltanking Holdings Americas said it will forge ahead with construction of the Texas Offshore Port System even though its two partners have walked away from the project following an internal conflict. The $1.8 billion development is designed to allow supertankers to unload crude oil into a pipeline system more than 30 miles offshore that will deliver the oil to refineries.
