Analysis: EPA may be unable to meet its energy-reduction goals

After President Barack Obama agreed to reduce the required average emission cuts by federal agencies to 28% by 2020 from the previous 30%, the Environmental Protection Agency reported that it will only target a 25% reduction by fiscal 2020. The regulator plans to use conservation efforts to meet the target, but is expected to have difficulty meeting its goals if its budget is curtailed, reports Susan Kraemer.
