ACA rules may bring about tiered Medicaid programs

Medicaid enrollees covered under the Affordable Care Act's eligibility expansion might have different benefits than those covered under current plans. Newly eligible enrollees may be charged higher out-of-pocket expenses than current beneficiaries, but their plans must cover essential health benefits that are not covered in all state plans now.
