ACC: Chemical plants make safety upgrades without government mandates

Sen. Frank Lautenberg, D-N.J., is calling for new legislation on chemical plant safety in light of the recent Texas fertilizer plant explosion. But federally mandated "inherently safer technologies" are unnecessary, the American Chemistry Council said. Many plants already make changes when possible to improve safety, the group added.
