Ala. city council likely will forgo FEMA grant for tornado shelters

The Pelham, Ala., City Council is poised to decline a grant from the Federal Emergency Management Agency that would fund as many as five tornado shelters. Councilors say a previous council applied for the grant after tornadoes damaged parts of Alabama in 2011. However, tornadoes can be predicted three days in advance using technology, giving residents time to prepare and negating a need for shelters, Mayor Gary Waters says.
