Analysis: Pentagon cost-cutting measures often conflict

The Navy and Air Force are spending about $5 billion this year on ships and aircraft that can't be operated because of budget cuts, but that also can't be retired because of restrictions put in place by Congress. Military leaders say the situation is an example of how Congress is giving the Pentagon contradictory orders on budget matters.
