EPA: State Dept.'s Keystone XL review is inadequate

The Environmental Protection Agency cited inadequacies in the State Department's draft environmental review of TransCanada's Keystone XL pipeline. In a letter to the department, the EPA said it is concerned about oil sands emissions and transportation safety. "This analysis should include further investigation of rail capacity and costs, recognizing the potential for much higher per barrel rail shipment costs," the letter stated.
