Europe's climate-change efforts are failing

Europe's push to lower greenhouse-gas emissions is failing because of improperly designed policy, overdependence on renewable energy and decisions by some countries to shut down nuclear plants, writes the editorial board of The Washington Post. European leaders have accused the U.S. of falling behind in fighting greenhouse-gas emissions, but Europe's consumption of coal is rising as the U.S. burns less of it, partly because of America's continued use of nuclear energy and the acceptance of natural gas, the board writes.
