Maine city council alters zoning to allow multiuse development

The Portland, Maine, City Council has unanimously approved zoning changes to let four 165-foot towers be built as part of a development in a blighted part of the city. The towers will include 675 apartment units and more than 90,000 square feet of retail space, and they will be accompanied by two parking garages with 1,100 spaces total.
