Texas fertilizer plant wasn't overseen by Homeland Security program

The Texas fertilizer facility that exploded last week reported to state regulators in 2012 that it had 270 tons of ammonium nitrate, which must be reported to the U.S. Department of Homeland Security when 400 pounds or more are being held. The site, however, isn't under the oversight of the department's Chemical Facility Anti-Terrorism Standards Act program, an agency spokesman said.
