Official favors public disclosure of Inergy's storage-plant study

A New York state Freedom of Information Act appeals officer agreed with the state Department of Environmental Conservation's decision mandating public disclosure of Inergy Midstream's risk-assessment study for its proposed propane-storage plant in Schuyler County. Although Inergy requested that the study remain confidential, it did not supply "particularized and specific justification" to treat it as confidential material, DEC associate counsel Deborah Christian said in a letter to Inergy's attorneys.
