Scottish leader calls for "second education boom"

Labour leader Johann Lamont is proposing a plan to improve education in Scotland over the next 20 years, in part, by ensuring that all students have access to education. Dubbed a "second education boom," the plan also calls for making it easier for students to afford to pay for college.
