States might send employees to exchanges for health coverage

Policymakers in Washington state are considering a plan to stop providing health insurance for part-time state employees and instead send them to the public marketplace to buy coverage. Other states are likely to do the same, which would shift unexpected costs to the federal government, says health care policy adviser Rick Johnson.
