Rep. Kurt Schrader, D-Ore., introduced a bill aimed at amending the Controlled Substances Act so that mobile veterinarians can legally carry certain controlled substances, including pain medication and euthanasia solutions, outside of their registered areas. "Without many of these controlled substances, horses (being treated) in an ambulatory setting would be subjected to significant delays in treatment and intervention in emergency situations," said Keith Kleine of the American Association of Equine Practitioners. "This would truly impact animal pain and suffering if these drugs could only be obtained from a remote location." The AVMA's assistant director for government relations, Dr. Ashley Morgan, noted that other lawmakers may support the legislation. The bill is awaiting review by two House committees.
