Consumers continue "holding back on spending"

Consumers who see little change in the economy are "holding back on spending, largely due to the uncertainty they feel," said Ed Farrell, director of consumer insight at the Consumer Reports National Research Center. The center's Consumer Reports Index, measuring personal financial health, has dipped a third consecutive month in terms of retail activity during the past 30 days.
