Report notes high default rate in mortgage-modification program

A report by the Office of the Special Inspector General for the Troubled Asset Relief Program says the Treasury Department's Home Affordable Modification Program has failed to make sure Americans receiving a mortgage reduction can keep up with payments. The default rate is 46% for modifications made in the third quarter of 2009, the report says.
