N.D. city's flood-mitigation costs exceed $7.3 million

Flood-mitigation efforts have cost Fargo, N.D., more than $7.3 million this year, officials say. If the federal government issues a disaster declaration, the Federal Emergency Management Agency is expected to cover about $5.5 million of those expenses. The state and the city will share the remaining costs evenly.
