FMI's Hatcher testifies about OTC purchases using FSA

Jennifer Hatcher, FMI's senior vice president for government and public affairs, discussed challenges presented by limits on flexible-spending accounts for over-the-counter purchases. "Until Jan. 1, 2011, when purchases for flexible-spending-accounts OTC medicines were cut off for customers using an FSA debit card without a prescription, FMI members were seeing growth in the use of debit cards to make purchases with an FSA," she testified before the House Ways and Means Subcommittee on Oversight.
