Pa. commission to develop new funding formula for special education

New legislation in Pennsylvania will create a 15-member commission to overhaul special-education funding. The state currently assumes 16% of students in each district qualify for services, but the commission is being directed to craft a formula that would consider districts' individual special-education costs.
