Commission urges California county to ban plastic bags

The Recycling and Waste Reduction Commission in Santa Clara County, Calif., is recommending a countywide ban on plastic shopping bags plus a fee on paper bags. Just two months ago, the county rejected a 25-cent fee on plastic bags, opting instead to encourage recycling, but the commission said it has since determined the action did not go far enough. Tim Shestek of the American Chemistry Council said consumers are the losers when such bans are imposed.
