New El Paso $50,000 surety bond helps homeowners wronged by contractors

The city of El Paso, Texas, has raised the amount of required surety bond for those in the construction industry to $50,000 -- five times the previous amount. Jason Chapman, a lawyer who specializes in helping homeowners with construction-defect cases, said: "The bond needed to be raised to protect consumers from fly-by-night builders" and roofers.
