AT&T decries DOJ report as attempt to "rig" auctions

AT&T has urged federal regulators to reject the Department of Justice's guidelines for the upcoming MHz incentive auction, saying that it would unfairly "rig" the process in favor of smaller carriers. In a letter to the Federal Communications Commission, AT&T general counsel Wayne Watts argued that the DOJ employed "paper-thin" analysis as well as unconfirmed and unrealistic "musings" to arrive at its recommendations. The DOJ said ensuring smaller carriers get access to low-band spectrum "could improve the competitive dynamic among nationwide carriers and benefit consumers."
