Shift of HIV/AIDS funds sparks debate

Lawmakers in California and New York say a shifting of funds for HIV/AIDS from urban regions of the country to the South could cost their states more than $20 million each year. The White House says the changes are necessary to more evenly distribute the more than $2 billion provided each year under the 1990 Ryan White CARE Act, the federal HIV/AIDS spending law.
