Calif. city council advances wastewater-purification plan

The San Diego City Council has voted unanimously to study construction of a plant that would purify wastewater. About three-quarters of residents opposed a similar plan about a decade ago, but a poll shows that almost the same proportion of residents now favor the plan. The facility could face a final vote in about a year, and construction would take about 10 years.
