A majority of states that fund preschool programs have reported drops in per-pupil spending, with 27 of 40 states showing declines in funding, according to a survey. Across the country, "the state of preschool was a state of emergency," said W. Steven Barnett, director of Rutgers University's National Institute for Early Education Research, which conducted the survey of spending and preschool quality dating back to 2001.
