Texas pollution bills won't get airing before Legislature

Most legislative bills in Texas designed to improve air quality by toughening the state's air permit system are dying without a committee hearing. The Texas Commission on Environmental Quality says it won't require power companies to prove their pollution won't worsen the air quality in Dallas. The commission also has no plans to add up the cumulative emissions of all 16 coal plants that TXU and other companies plan to build.
