A downtown with plenty of potential struggles with too much empty space

The downtown area of Spartanburg, S.C., has some good elements, but it is too spread out, experts say. "The biggest challenge is the large footprint, the big spread-out nature of downtown," said Chris Story, the assistant city manager. Filling in vacancies in the area would help, business owners say.
